The 9th Avenue Metropolitan District Nos. 1-3 (each a “District” and collectively, the “Districts”) are Title 32 Special Districts that have been established for the purpose of financing and installing street, park and recreation, water, sanitation, stormwater drainage, transportation, mosquito control, and limited traffic and safety control improvements, and limited security services of the Districts; and all other improvements or services permitted by Article 1, Title 32, C.R.S. (collectively, the “Public Improvements and Services”), except as specifically limited by the respective Service Plans for each District approved by the City and County of Denver on December 8, 2014, as they may be amended from time to time (each a “Service Plan”).

The Public Improvements and Services are for the use and benefit of the residents and taxpayers of the Districts  The Districts are located in the City and County of Denver, Colorado. The Districts are quasi-municipal political subdivisions of the State of Colorado authorized to provide specialized services that the City and County of Denver does not provide.

The Districts, in aggregate, may incur a maximum debt of $160,000,000. The Districts may use any and all legally available revenues of the Districts, including ad valorem property tax revenues and specific ownership tax revenues, to repay such debt.

The Districts may each assess a maximum mill levy of 50.000 mills to repay such debt.  Such mill levy is subject to adjustment to take into account legislative or constitutionally imposed adjustments in assessed values or the method of their calculation as of January 1, 2014.

The Districts must file an Annual Report with the City and County of Denver-Executive Director of Finance and Executive Director of Public Works, the Division of Local Government, the State Auditor, and the City and County of Denver Clerk & Recorder.

The Districts’ boundaries overlap with the boundaries of the City and County of Denver and the 9th and Colorado Urban Redevelopment Area.
